Restraint and Seclusion Data

Data Collection

The CDE gathered data on restraint and seclusion from local educational agencies (LEAs) for the first time as part of the 2019–20 CALPADS End-of-Year (EOY) 3 annual data submission. To prepare for this effort, the CDE instructed LEAs to begin collecting this information locally starting in fall 2019, with submission to CALPADS scheduled between May and September 2020. To support this data collection, the CALPADS student discipline data files were updated to include the following behavioral restraint and seclusion data, as defined in EC section 49005.1:

  • Mechanical Restraint: Use of a device or equipment to restrict a pupil’s
    freedom of movement (with exceptions).
  • Physical Restraint: A personal restriction that immobilizes or reduces the
    ability of a pupil to move his or her torso, arms, legs, or head freely (with
    exceptions).
  • Seclusion: The involuntary confinement of a pupil alone in a room or area
    from which the pupil is physically prevented from leaving.
